Refering to the PTB going underground when TSHTF...

This may apply to some, if not most of them. However, I can imagine the ones who are at the very top of the pyramid of power who know that once the super-quakes and tsunamis and tidal waves etc start up, the only safe place will be off planet.

It is perfectly possible that the real masters have already started to depart, leaving their lower caste minions to oversee events and report to them in their absence. And so the minions will remain here on the surface as caretakers for as long as possible, until the word is given for them to go to ground in those city sized, well provisioned bunkers.

It is also likely that communication between the said "caretakers" and their masters off-world will be intermittent at best (because of massive electromagnetic solar storms) and may factor into how their little plan for a good getaway and re-emergence unfolds.

The point I think I'm trying to make here is just as Levi suggests...Things can go pear shaped.
